I wonder if there are foreign consulars in Dalian? And how many well-known bars in Dalian as well as restaruants. Seafood served in Dalian is expensive?

There is only one foreign consulate in Dalian. The Japanese Consulate General in Shenyang has a branch office here. It is located at Senmao Building in downtown Dalian.
