Even though I came to dalian after 7 years in Middle East countries I still think the cold is over rated. Yes it can bite a bit but I never wear a second pair of trousers or vest and I only wear gloves and a scarf on odd occasions. I certainly never wear a hat! I think that the same as everywhere else, the global warming effect is also affecting Dalian in the last few years.

Dalian is not cold. It can be chilly, but temperatures hover around 30 degrees in the winter. I am from New England, and we can go for a week or more at 10 degrees F or less, with temperatures falling below 0 each night.
Dalian is not cold!
Just protect your face from the wind. I would be more worried about the traffic than with the cold.

In my opinion, Dalian winters are cold. It's not so much the temperature that makes it cold, it's the wind. DH, DS and I have lived in coastal Maine, southwestern Pennsylvania, southeastern Virginia, and south Florida. I would put Dalian winters right there with coastal Maine winters.

Chinese people typically wear two pair of long johns in the winter. Buildings are barely heated and people are expected to cover themselves. It makes sense from an energy conservation point of view. Think of all the wasted heat in large buildings in U.S. and Canada. My students wear their coats to class, for example. Of course, everyone is wearing coats while the windows in the restrooms are wide open with cold air rushing in.

I can't agree with you more ,as a local resident ,I am just wondering how could the Dalian government deal with the worse trafic situation,cause every month I am gonna be late twice or more because of the traffic jam
