Cheers for the advice. Thankfully, its been a quiet few days...no calls since last Wednesday. Either he got sick of calling or else he got scared when the police called him up. Plus when we went back to the police station last Friday, the officer on duty did try to call up the phone pest again but his phone was turned off.
I guess the only reason this incident happened was because I am a laowai and this guy thought that I would pay him off to stop hassling us. Its just something that this forum, the majority of which are foreigners, should be aware of

However, if you suggest going out for dinner to the case officer so you can discuss your problem then i'm sure this would help your problem. Alternatively, find a friend who has a relationship with a cop (any cop will do) and take him for dinner. He will then go to bat for you.
When in Rome, do as the Romans do. I know, its a pain in the arse, but either you play it their way or they don't play at all.
The simple fact is that if there isn't an angle for the the police to profit from a situation they won't help you.
If I tried to write about my own level of respect for the Dalian police - after being here for almost 5 years - this post would never get past the Mod. So I will refrain and leave it up to your imagination (think somewhere down in the sewers).

Yeah I agree, it comes with the territory of being in China. And the Dalian police force certainly aren't going to be bothered by a few disgruntled foreigners. I'm sure a nice bottle of baijiu would help things move along faster alright.
