- a country where there's no Public Liability Insurance! For example with the latest bout of road works and pavement widening which seems to have atarted decades ago and is never ending - eg from Erci to Sanba and farther. The terrain would do justice to an Army assault course at times forcing you to walk over mini hills and meandering pathways before finally being forced to walk out in the road because of huge pits and dugouts for cables/ water etc. Now in a country with the aforesaid PLI they would not dare to leave things like this to chance especially with young and old people trying to make their way round. The payouts would be horrific by the local council/ government and of course they need to be voted back into power at a later date. Imagine someone falling down a hole and breaking a leg or both legs - Compensation plus payment for six mnoths off work, bad publicity, public outcry and bingo ur in deep s#$@. So my point is if it aint broke, don't fix it. What a great mission statement for local government officials. Roll on the days of TQM .
