The biggest and best store for kites that I know of is in the second floor of Da Cai Shi (the huge market behind the train station. It's a bit tricky to find but it's worth it. I'm an avid kite flier myself, but I brought my kite from the USA.
They have a good selection though, anything from the basics to box kites, stunt kites, dragon kites and even parasail looking kites which cost 800rmb.
To find it, if you go in through the main building on the right hand side (where the nuts and dried fish are sold) go up the stairs and keep going towards the corner of the building. There amongst the stationery stores you will find a few stores selling kites, but only one is any good. The big kites are not in view you have to ask for them.
