The public transportation is good but it still depends on where you live and have your office. One bus is OK but several can take a long time and be very inconvenient.
Dalian is not a city for cyclists but still it depends on where. There are only a very few "brave" cyclists here.

From the above, you maight get why I said it's better to live near your office. No need quite near, several stops is ok,but should be convient to take bus. Well, when wheather's nice, you can go to office by bike.Just as you like,it's enjoyable. I like it very much
It seems not unnecessary to keep a car. High cost(oil, parking),high pollution, also dangerous!

I lived around the Taishan area, close to my schools, in a 100 sq metre 2-bedroom ground level apartment in a very neat and leafy complex. It was furnished with the usual beds, washing machine, hot water, central heating wardrobes, some furniture. No a/c, but got a pedestal fan(!). No street noises, yet close to markets and bus stops. All the above were part of my search criteria. The monthly rent came to 1375 RMB including building service charges.
Travelling to the city centre would take about 25 minutes by bus, and cost 1 RMB. By the way, most bus rides in Dalian cost either 1 RMB or 2 RMB, irrespective of where you want to go. But I didn't need to commute to work.
Broadband internet connections are taken separately. They cost 90-100 RMB a month.
You can look for places closer to your workplace in order to avoid the daily commute. You can always use public transport to get to the city centre on weekends.
Dalian's a smallish city, not sprawling like Shanghai, and it's not that hard to get around. One can even make it on foot to some places, especially in the cool of the evenings, and get a bit of exercise while practising Chinese with an mp3 player.

I live in Jin Xiu Area. I am less than a 5 minute walk from a Da Shang New Market (grocery store), a KFC (the only western food in this area), buses 31 (to Victory Square), 512, 602, 613, 707 and 711, and it is a 25 minute walk to the airport. I have a 1 bedroom apartment (approximately 50 sq. meters) with a kitchen, living room, wood floors, solar hot water heater, and a western toilet. The furniture, tv, bed, and the fridge are provided by the land lord, as is the heat, but I pay all other utilities. My rent is 850 RMB/month, the 1MB ADSL (plus modem rental) is 1600 RMB/year, gas, electric and water are usually less than 500 RMB every other month.
I like it here, the only problem is that I am a 2 bus ride away from my work (HP in Software Park) and one of the buses I have to take is bus 10. Bus 10 is hell during the peak hours, unless you enjoy standing on a 100 capacity bus that has almost 200 people on it. I am also a 30 minute to 1 hour (depends on travel time) bus ride from the downtown area, most parks, and the beaches. A taxi from here to almost anywhere is less than 20 RMB (23 to the harbor). As far as recreation in the Jin Xiu Area goes, there is none. There are a couple of good restaraunts, a fresh food market (about a 10 minute walk), and 2 or 3 very small mountains to climb.
