Qixianling should be software park or hightech zone then, is it?
For the rates and availability of apartments you can consider what was mentioned in other posts for the software park, they are neighbours.
Distance to city center is approximately 20km, but going to or from there by public transport will take some time. A little train goes almost all the way but is very crowded during rush hours, as well as several busses.
A good place to live for this work area would be the Xinghai square area, more or less exactly the middle between Hightech Zone and city center. If you choose to move close to Peace Plaza you even have very convenient shopping opportunities right next door.
Same would be true for the area around HeiShiJiao, but that's then closer to work and further from the city.

Wow, we gonna move there early of next month, which is quite upset me. it's quite far from hightech park or software park, the transportation ? 202 is a good one but not goes to town centre and its so crowded, 28 does which is quite old, so have own vehicle is the best.
for flat rental, I think there is plenty of new apartments which have better conditions than those in Heishijiao. but may not handy as heishijiao cause there is no fast food shops I guess.
BTW, which company u work for?
