don't apply western standards. In China. Not many driver and passenger wear seat belts, motorcyclists don't wear crash helmets. Your international or national driving licence is of no use as you have to take a theory test (ha ha) As iso said, maybe if you are serious (and in the west we are) take one with you

Actually, you can get car seats in Dalian that abide by American Japanese, or European standards (depending on whichever you prefer). MyKal downtown (next to New Mart) is an excellent source of these. They have Graco, Maxi-Cosi, and a couple other brands that they've imported in. The car seats they have are also available in various stages from infant to convertible to upright. However, as the the seats are imported, they're about three times the price of what you might pay back home.
What we ended up doing for our first car seat is we had a Maxi-Cosi infant seat shipped over from a store in the Netherlands that ships internationally (feel free to PM me if you'd like their web address). With shipping and an Isofix base included, we only ended up paying slightly more than we would have spent at MyKal for just an infant seat without the base. I don't know how the price shipping an older child's seat would compare to buying it at MyKal as those are obviously bigger and bulkier, so when shipping's factored in, the price might be comparable to that in the store (we lugged our most recent car seat purchase, another Maxi-Cosi, back from a recent trip from Europe, so I never took the time to make those price comparisons).
