Have you ever been in China? Any idea of the life level of some chinese metropolitains like Beijing, Shanghai, Shenzhen or Hongkong?
My point is that the average salary in Dalian is 1/3 to 1/2 lower than the capital city, but the comsumeration level is among the top 10 chinese expensive cities!
However, your life quality depend on lots of elements as life style, hobbies on food/amusements, your weekends and vacations...
If you consider a qulified person who want to take challenges, i advise you to come here, because you never know what others opportunities Dalian reserves for you!

I believe you can have a good life with 11,700rmb per month. Of course it all depends what are you consider good life, and what type of activities or hobby you have. what type of housing and luxuries you are looking for.

I think maybe you should describe to us first the lifestyle you are looking for and then we can tell you if 1,700 USD is enough for that.
Things to mention would be:
1) The kind of housing you are looking for
2) The type of food you eat (and will not eat)
3) Your recreational activities
4) Services desired (maids, drivers, tailors, etc)
5) Whether you will be having a private vehicle or will be using public transportation
6) How you like to spend your free time
7) Any other information you think would be helpful
