Or do cowboy hats not come with the oil? Convergent social evolution might suggest otherwise. Hmm...

would the government necessarily expand the oil infrastructure in Dalian urban area itself though ?

also, Dalian is already prospering in IT anyway, as is Shenyang in high-tech robotics etc. those other cities of Liaoning such as Anshan and Yingkou need their old industrial base rejuvinated more urgently than either of Liaoning's big two. the citizens are more likely to trade fresh air for jobs.

my guess, without knowing exactly where the field is located, is that a new oil city would be built nearer to Yingkou, or even Yingkou itself expanded, as it's currently "famous" for nothing very much, has some port infrastructure already in place, and is also conveniently based to serve both the new field and the existing oilfield at Panjin.
