I'm not in Dalian but have worked in 2 provinces in China and my employer always provided the apartment. When I wanted my own digs,my boss added 500 rmb to my monthly salary.
Are not employers in Dalian doing the same?

My last teaching job had clause with a 1000 rmb per month housing allowance, if I chose not to live in campus housing. 500 rmb per month won't go too far in downtown Dalian if you want something decent.
