I've studied at Ruiwen for two months. I give the instruction and value 9s as compared to my experience at Dalian University of Technology last year. I have not attended any other private language schools in Dalian so I can't compare Ruiwen to them.
I found the teachers are Ruiwen well-prepared and very experienced. Having worked as a teacher myself it's quite easy to tell when another teacher knows what he or she is doing and when he or she doesn't, and at Ruiwen they almost always impressed me with their teaching skills. The prices are very reasonable and based directly on class size. If you have a few friends at your level with whom to schedule a class you could study here very effectively and very cheaply. Private classes are more expensive, but you get more out of them too, clearly.

One word of caution is that if you are looking to have interesting classmates and want to have a social scene at school, Ruiwen is NOT the place for you. There are very few students there at any one time, and most are Japanese or Mongolian. If you've already been in Dalian a while or if you're very social and can make friends outside of school, then that's not going to be a problem.
